I posted a note above (new thread), but I figure I should put the conclusion in this thread to keep it together in the archives. So:

After all the screwing around, I am tending toward the problem being fuel related, or at least that was a significant part of the problem. Once I started fiddling with the carb it started to start and run w/ all plugs in. After it was starting regularly I tried to reproduce the problem by undoing the "fix", but I could not get it to fail. So I can't be sure, but it could have been a combination of the engine loosening up a bit after the rebuild, dirt getting cleaned out of the carb, resetting the points, etc all improving such that it could overcome the resistance get startup. It is satisfying that it is running, but a it would be nice to have a positive conclusion to the problem.

Anyway, as I said above, lots and lot of thanks to everyone who provided their thoughts and suggestions. I really appreciated it and learned some more going through the pain. On to the next problem.
