I doubt oiling the element is going to make enough difference if you can only force it in 1/4 of the way. But, give it a try. What do you have to lose? You can still remove some of the filter media if you have to. It will just be a messier job. Remember, it's still needs to be a tight fit. If oiling the filter makes a significant difference, you have solved everybody's filter problem.
Or, probably, a better option, you can get the Baldwin filter people are recommending.
