Not uncommon problem. Guys on the 39-47 dodge truck forum (amongst others) had similar problems. Some seized the shaft to housing, some weren't primed with petro-jel when installed and gears seized to housing, some didn't lube the shaft - yes these were brand new pumps. They need the old tried and true assembly honey on the shaft and pack gears with petroleum jelly - that way they are protected until the pull the oil and it happens quickly.
