You often find the valve covers have been overtightened and when you tighten them up the bolts get tight but the cover doesn't. If you pull them off again, you can carefully panel beat the area around the bolt holes to push it further "out" then don't over-tighten when you put them back. Imagine tightening them with a screwdriver and you get the idea. I've also seen them fitted with winged bolts so they could be hand tightened.
