I hear you. We have a pretty light approach to law enforcement around here, and it works both ways. One of the local big-shots lost his license years ago for too much drunk driving, but they still let him drive. On the other hand, the cops I've talked to also said that if I caught the their and had a "discussion" with him out in the woods, they wouldn't be inclined to look too closely at that either.

A few years ago I got in a wreck with a woman near Wenatchee who admitted fault, had no insurance, got cited for "failure to yield" and "no insurance". The fine for no insurance was $500. I wrote a letter to the judge stating that she had also not paid for the $2000 damage to my car. She still had no insurance when she went to court, and yet the judge threw out the "no insurance" ticket and just pad her pay the $70 "failure to yield" ticket. I'm sure that it's because she had been married to a Charbonneau, one of the sons of the founder of Tree Top Apple Juice, and one of the most powerful families in the area. I eventually got some of my money, but only because I got a judgment against her in small claims court, and Washington state automatically cancels people's driver's licenses for 10 years if they cause a wreck, don't have insurance, and don't pay for it. That motivated her to eventually pay up.
