Even better than the standard Mechanical pump, it is vacuum assisted! Another reason to get rid if the electrical contraption, go to the uptimate Vacuum Assisted Mechanical pump for years of trouble free fuel supply!
Sorry to poke a little fun at you Ken, but like GM hinted, the extra diaphragm is to boost the vacuum to the wipers. See, at full revs/ full throttle, like on hills, gas engines hardly make any vacuum. So the wipers would about stop. But at full speed the pump works very well.
I would suspect there is an old recluse somewhere rebuilding them as we speak. Dunno where to find him though.
