I just went through a similar thing, but on a different model Dodge.

In short, a voltmeter is your friend:
1. Verify battery voltage.
2. Verify ground continuity.
3. Verify 12V to the starter relay.
4. Verify 12V to the ignition switch.
5. Verify switched voltage back to the starter relay
6. Verify ground to the starter body.

It's a process of verification and elimination. When one voltage path doesn't check out, you have found the source of the problem.
In my case I had multiple bad starter relays, one that was just dead and another the wouldn't un-latch.

I was scratching my head and soliciting help from the forum, until I brought out the meter, then it was all clear. Shoulda started with that.
