They could sell it as operational equipment over there and dealers would buy it and ship it back here for sale. It only costs about $1000 to have a 40' shipping container sent across the ocean. No, the DoD wants the stuff destroyed. About the only "surplus" they sell out of the DRMOs any more is old office furniture. There's clearly a policy of keeping all ex-military equipment out of civilian hands, no matter what it is.
