this unit was driven by pushing anything against the tire. That small cylinder-like thing above the tire doesn't look like a friction drive pulley. I suspect a lot of the machinery is missing and that there was something attached to the end of the cylinder that was driven by a belt from the missing (as pointed out by Chris Case) auxiliary engine.
I still can't reconcile that big chain sprocket that sticks out well past the side of the truck.
I have to hand it to the guy for trying, but this thing must have been very difficult to operate. The few hay bale hoists I have seen were much better designed.
