You can get the wheels sandblasted in just about any town of any size and it shouldn't be expensive.
I'd clean them up a little with a rotary wire brush. If they look good after that, I would do the electrolysis trick for rust removal. There's plenty on the internet about how to do it. After that, they may be good enough or you might want to sand blast them to get any paint and other stuff off.
If the wheels don't look usable after cleaning, discard them. If you look around you can find decent wheels for $25-$50 each.
