My bet is that you might be screwed. Seems to be a bit much water for condensation. If it is condensation then it has been sitting for quite some time. I wonder if it sat for a while with the air cleaner off with no hood. Can you pull the plus and turn the engine over by hand or is it stuck. If it is stuck I would suspect water got into a cylinder via the carb and an open intake valve.
