I wish I could claim victory and identify the cause, but I'm not there yet.

12 volts to the supply side of the starter solenoid.
12 volts to the ignition switch.
Zero voltage out until the key is turned to the start position, then it's 12 volts out, so I'm calling the ignition switch good. It's doing what it's supposed to do.
With the key in the start position, I've got 12 volts to the solenoid # 3 terminal, but nothing is happening. # 2 terminal reads about 7 volts.(??)
This is a NEW 4 terminal ignition switch.
Can anyone tell me what terminal positions 2 & 3 are all about. The wiring diagrams on this forum only show a 3 terminal wiring setup.
