Without some other term to specify what's being compared, "output" is meaningless. The "output" of my 318 is two orders of magnitude better than that of my Briggs & Stratton, but that doesn't mean anything. With solar panels, two things count: area and dollars. If you're saying "output per unit area", that's the same as "efficiency", and my point remains: if you're getting 200W/m^2 today, with 1000W/m^2 of solar flux, you're never going to increase that by an order of magnitude. But if you're talking cost, of course so long as the price is greater than zero, there's always room for more improvement there.
