Good rule of thumb, if you think it is not safe then it likely is not. Keep in mind that when towing in any form "trailer or on the flat" you are ultimately responsible for the outcome if the load breaks free. At least on the trailer you can have a little insurance added to back you up if something happens.
I always worry about the other people on the road that really don't care about what is going on in front of them as they see slow traffic more as an annoyance and then take chances passing or cutting you off.
