They rotate the tire slowly on a machine that makes little slices in the surface of the tread. The slices are about 1/4" apart and the depth can be regulated up to 1/2" (maybe?).
This gives the tire a little better grip on ice. Especially tires like Joe's which have a lot of flat rubber surface in the lugs.
