Not the reason. Jeeps CJ's had steel dash boards into the mid 70's. The WM300 Power Wagon had a padded dash board in 1968.

Think how many were sold in 1968. There was a lot more profit to be had in running off the line other models of vehicles that were selling better. Plus tooling was getting worn out and that is always a major investment to replace. etc.
