Which goes back to the days (1930s?) when they invented TV and thought the frame rate should be synchronized with the power line to avoid dark and light horizontal bars slowly drifting up and down on the screen due to poor power-supply filtering. Nowadays the TV frame rate is not perfectly synchronized to the power grid but the circuitry is good enough that it doesn't matter.
