I may be able to help.

Several years ago I had a welding/blacksmith shop make a drawbar for me. It is much heavier than the original Power Wagon draw bar. Its main "tongue" is made out of 1" x 3" flat bar gusseted with 1/2" plate and has lateral bracing arms. It mounts with bolts to 6 existing holes in the underside of the Power Wagon rear crossmember, extends out about 14 to 16 inches behind the tailgate, and has a hole in the end to accept trailer balls.

This drawbar is non adjustable, but it is easy to install and remove from the truck. It is also beafy enough that you could weld a receiver tube directly to it. I used it to pull a trail-behind rotary mower. The mower had probably 500+ lbs of tongue weight. Backing the mower down creek banks and up roadbed enbankments never harmed the drawbar or the rear cross member of the truck. I have had this thing buried completely in the ground like a subsoiler while traversing across ditches. It has no problem supporting the weight of the truck. It would probably be a good basis to modify any way you need to without modifying the truck itself.

I no longer mow with my Power Wagon and could part with this drawbar for $100.00 plus shipping.
