Steering wheel deterioration

I noticed that when the weather is very humid in the mornings, the steering wheel is sticky/tacky and black stuff rubs off on my hands. During the afternoons, there is no problem. I've tried cleaning it with a few cleaners, but now I think that the plastic must be decomposing. I read on a web site that the reason a lot of these older wheels crack around the hub is that the plastic out-gasses over the years and shrinks, resulting in cracks. Other than ordering a steering wheel kit from POR-15, is there any fix or cleaner for this sticky wheel?.
