I'd say displacement and RPM are better indicators. The 22R engine turns about twice as fast as a 230/251 flathead.
The 22R was one of the best engines out there and the 1984 Toyota pickup with the solid front axles was one of the toughest and most reliable vehicles ever.
Too bad the smog regulations required them to bury the engine in hoses. If you can find a fuel injected engine, they are a great upgrade.
