just as the stock wheel needs to snug up to the drum face which snugs up to the wheel flange then so does the outer need to snug up to the inner--if i understand you correctly

i think two normal size 900 s would be ok as there would be about an inch of clearance
and apparently that is what the factory offset would give you--as the stock wheel is an inch inside the face of a standard 900 and as dave said the factory off set is 2 taller than the stock wheel this means it has been moved out 3 inches from the stock one which gives you plus or minus an inch clearance with the stock 900 16 tires
