ok that kinda does point towards the tires. I have had a few sets of bias 9.00s over the years that would not balance. super swampers can have that problem as well. Maybe you have a bent hub? unlikely but easy to check. Ray doesn't machine the wheel flange surface I don't believe just the rotor bolt ring. if steering box has tight spots maybe its failing adding to problems?
