no true power wagon is really "roadworthy" I have a WM300 with a 251 and i bottleneck traffic nearly everywhere i go. Even adding the highway gears has its limitations. Those gears are only going to go so fast no matter if you have a 100 hp or a 1000 hp. Im sure you could make it somewhat functional to run around town but as you know these trucks weren't really designed to do a whole lot of on road use. I considered putting highway gears in my truck but decided it would be better to just convert a truck to a modern power terrain all together since i want a daily drivable "power Wagon" Im doing a 4bt with a nv4500 married to a np205 and modern axles with disc brakes and 456 gears. That is something you can get on the highway with and run the speed limit. I do think its really cool how you are thinking out of the box on ways to improve the drivability of your truck and I'm sure it can be done if you want something close to factory. Im sure these guys on here have plenty of worthy suggestions on how you can make it happen and do it on a budget. Really i boils down to what do you consider to be a "roadworthy truck" and how much are you willing to spend? Maybe you can do the regular gears and put a denon overdrive unit in the truck. I know people have done it.

My dad has a plymouth cuda with a overdrive unit. It has 4.11 gears and it normally raps up just going down the service road and the overdrive unit he put in it made it very practical to drive and the best part is he can easily switch right back to the regular gears if he really wants to stomp on it.
