The big problem is the offset of the wheel, and the conical shape of the Budd wheel centre.

Using the Land Rover rotors, would most likely end up with the Budd centre rubbing on the rotor itself, never mind trying to fit a caliper in there.

Also, putting the rotor centerline so far from the hub flange would mean that the caliper brackets would have to be made absolutely huge to provide enough support for such a long moment arm, and they would still quiver under load and make lots of fun noises.

The way the current conversions are engineered, they just plain work with no compromises in safety or geometry and fitment.
