Vapor lock or bad fuel pump?

Today I was out with the truck and it was about 30*C or 86*F. It would start to surge a bit, and have no power, but would clear itself out.

Throughout my drive, it got progressively worse, to the point the motor cut out. There was very little fuel in the bowl on the carb, and I was leaning towards vapor lock and used ditch water to cool the carb, lines and pump. This caused a bit of percolation and the filling of the sight glass.

This worked to get me another couple miles closer to home, the sight glass never really would fill up, always had some emptiness to it.

I had one more stop and repeated the same thing, but this time I tried pulling the glass off and seeing if it would cause a surge of fuel, nothing.

I made it home, but I'm wondering about a test you guys could recommend, and some preventative measures I could put in place.

The tin heat shield is in place over the pump.
