Scott Martin, who does sandblasting for me, found the right seals for the ram and rope packing for the pump.
Scott said the packing nut has a convex surface that drives down a concave washer that spreads the rope seal towards the outer edges and prevents the packing nut from shredding the seal. That explains why I can't get the PTO to stop leaking. The packing nuts are missing the washers. Plus, I had to use oakum since I didn't have any rope seals to fit.
