Most of the time if you're tearing into a unknown engine for the first time, it's definitely worth getting a full overall gasket set, because that's the only way to get some of the gaskets and seals, and you'll probably save money in the long run. But with a flat-head, it's so easy to pull the head just to have a look, for which you don't need anything but a head gasket and maybe a thermostat gasket, that it's worth getting just the head gasket by itself. The old copper head gaskets can actually be re-used if they come off cleanly and you give them a little spray of copper-coat.

Whey you pull the head on an overhead-valve engine, you're looking at intake and exhaust gaskets, camshaft seals, valve cover gasket and maybe valve cover bolt seals, maybe multiple water inlet/outlet gaskets, and maybe gaskets and seals for various various doohickies that tend to be built into modern heads. None of that with a flat-head.
