To get to the tappets you generally have to take off the passenger side wheel and the sheet metal panel behind it. It's next to impossible to adjust them by reaching under the manifolds from the top. If you have the manifolds off for some other reason, it's a good time to touch up the valve adjustment.

I take it you have one or more stuck valves. You'll probably have to pull the head and tap them down or pry them up until you get them free. Fortunately pulling the head on a flat-head is trivial compared to a modern engine. It's just the thermostat housing, temperature sender, possibly a heater hose at the rear, plus a lot of bolts. The heads rarely warp, the bolts are re-usable, and the head gaskets are still pretty readily available. And, if you've never had the head off before, it's nice to see what the engine looks like inside. It might be that with the head off you can just squirt some oil down along the stem of the stuck valve, let it set a while, and gently tap it back down, and it will be good to go.
