That just means the governor hasn't been opened up. It does not mean the spring inside is not broken.
I commend you for trying to fix this yourself. If you run out of ideas, you can send it to Dimitrios for a total rebuild. Not cheap, but very good.
If you decide at the end of the day, that originality is not critical, you can change to an E7T2 carb with mechanical advance accelerator pump. I have a few extras and may be able to help you out. You would need to get rid of the diamond shaped adapter plate and you would want to install a sandwich style governor or spacer to prevent vapor lock.
