There's a whole string of post about these carbs (the vacuum operated ones) over on the Power Wagon Advertiser site. One guy seems to have figured out everything. Basically, the pump used in the rebuild kits is the wrong one.
If you are not trying for a restoration, you can put a later model carb on your truck and save yourself a lot of trouble.
You can occasionally find NOS or rebuilt carbs on Ebay. You can probably sell your carb for more than it would cost to purchase another one.
