If the acellerator pump was bad, the throttle would still raise the engine speed after a delay. Using your choke could quickly prove that.
I suspect one of the butterfly discs is not opening when the throttle linkage tells them to. There could be three, the choke, the throttle, and the governor.
Use a strong flashlight and look down the carb while working the linkage. You should see the butterfly discs opening and closing as you work the accelerator.
