M37s do not have a provision for cranking.
In all of the Power Wagons I have taken apart, I have never seen this part. The closest thing I have seen is the MU2 declutch lever that locks it either in or out. Perhaps someones home made version of one of those. My guess is that it is off your garden tractor or dish washer etc and found its way onto your Power Wagon shelf, box, pile etc.
