2 modes of failure in battery chargers, the most common in a true charger power supply is transformer failure. Over hours of use and cycles of use, the transformer looses its magnetic properties. I have no intent to write a book, so basicly lets just say the transformer that needs to deliver 16 volts can only deliver 11 volts. FAILURE. Not fixable at reasonable cost.
You can however use that power supply for other tasks.

Second mode of failure is GOVERNMENT Mandated lead free solder. That crap started putting the device into failure mode when the charger went into the shipping box, and continues to work when the charger is sitting on the shelf. You don't need a damn computer to charge a battery, why use one?
