the driven shaft is usually the one that is stuck causing the drive gear to strip.
soak it in any penetrating oil and then use a pair of pipe pliers or channel locks and gently grab the driven gear by the teeth and gently wiggle back and forth until loose. the handles get forced and the gears strip easily. a little patience will keep your regulator in good shape. a quick twist with the pliers on the handle and you have trash.
