The process is the same regardless of what the interior walls are covered with. The vapor barrier is to protect the insulation from moisture, which usually comes from within.

In humid places where they only air condition, not heat, like the Caribbean, they may place the vapor barrier next to the outside wall.

In a barn that doesn't house animals, I wouldn't think you would have a problem. You should have some sort of ventilation and only need enough heat to keep the temperatures above freezing, if you care. If you don't heat the barn, you won't usually need to worry about condensation.
