Primary cause for broken taps is that the hole was to small for the tap or the tap was not reversed to clear it. Taps are easy to break if used improperly. But, it's difficult to break a tap in mild steel(even a cheap one) if used properly with cutting fluid. The tap will cut the thread before they break. That's the way they are designed.

However, because they are hardened steel they break if used improperly and there is no easy way of getting out a broken tap.

If the piece is valuable, you can take it to a machine shop that has specialized equipment to electronically disintegrate the tap.
