always with the hubs as the hubs vary in trueness especially after 60 years. but like Chris said if you have no pulsation there is no need to turn them. Also correct adjustment on these non servo brakes is NOT slight drag. there is a spec of I think .010 or so they should be adjusted to. these are fixed anchor brakes and the shoes do not float around like servo brakes that is why the adjustment method is different and way more specific than the servo type.
