I've already tried different gauges of wire and a couple different diameters of welding rod. There's a couple turns in the tubing which cause enough friction so that I can't spin the wire or welding rod.

I don't think there was a sock on the pickup. It's pretty close to the tank bottom and there was none on the other tank I did.

Air pressure alone is not enough to clear the clog. But, a week or two with Evapo Rust or muriatic acid should help.
