"...license fees are based on..." That seems to hit the nail on the head right there. Different engine number would be an easy way to tell if you swapped engines for more power. On a truck this probably translated into being able to carry a heavier load. More mass, more speed equals more damage to roads and bridges.
I have to concede that money trumps lazy.
