People are lazy. The engine number is easy to see and you don't have to stoop down and wipe grease to find it, if you even know where on the frame to look. I don't think the DMV has ever been dominated by closet gear heads. I have mid sixties California plates and mine is registered with the engine number. I wonder how I will prove ownership when I decide to get a build card...

That said maybe there was a policy to answer your question. Folks that still know mid century DMV forms and procedures are probably hard to find.
