If you can turn the steering wheel some before it does anything, you have play in the gearing inside the steering box.
This play allows the front wheels to wander back and forth slightly. You are subconsciously correcting for that with your hands on the wheel and you start a chain reaction that grows.
Steering boxes have an adjustent for backlash. Try adjusting the play out of the steering wheel, but I will bet that your box is worn to a point it needs rebuilding.
