I have seen rear bumpers that have a built in support for the rear of the bed. They have supports that run on the outside of the stake pocket, which are then supported by a piece of metal angled up from the outer edge of the bumper. This style of bumper use to be quite common in this area.
I attached a picture of a truck with a similar rear bumper. Most were much thinner in the center so the tailgate could drop down all the way.
