That's what I suspect. The other thing I've had happen with China is the people selling the stuff don't really stock anything. They get an order and then they go out and buy it somewhere. In one case, they had a huge catalog with every imaginable variation in the products, but it turns out it was just a list of what the various factories they dealt with COULD make, and one I'd place an order, they'd ask the factory to make it -- sometimes a version they'd never made before.
