Canvas water bags

I bought a lot of like 12 bags off ebay for 10 bucks. I soaked them, to saturate as mentioned on some of them. Some have big holes that the water just pours out of. Some just dribble. Are they supposed to be tight with no leaks? Or are they supposed to dribble water out. And are the ones with holes repairable?
