Poor ground. Had a similar problem and power was feeding back through the stop lights. Lots of lights rely on the securing bolts/screws to make contact with the fender, then on to the frame and finally back to the battery. A poor contact anywhere will display all sorts of odd behaviour. I always run an extra ground wire back to a good earth point, rather than rely on the screws/bolts and nuts.
