I've heard the claim about the radio. In theory, if you were parked, with the chain hanging in a puddle, it probably would help. Otherwise, not so much. As for the EMP, a vehicle with no solid-state devices in it should be fine. The metal body will shield the wiring against induced currents, and without any transistors or diodes, there would be nothing for gamma rays and neutrons to damage (except the humans). If you're a survivalist, that's one reason to keep your generator and mechanical voltage regulator rather than "upgrading" to a one-wire alternator.

When I was a kid, several neighbors had fallout shelters. The guy next door was using his as a wine cellar when I knew him, and since he had on food stored in it, he told people they'd just live on wine after the bomb hit. He had a hand-cranked fan to draw fresh air in from the crawl space under the house, which would presumably be free of fallout, if the house was still standing. The rich guy I gardened for had a much fancier one consisting of a half-buried quanset hut. I always wanted to go in it, but never could. This guy was a real pack rat with a lot of interesting vehicles including a '33 Deusenberg, and an entire antique fire station, from the helmets and nozzles up to the fire truck itself. I know he had good stuff stashed in the bomb shelter. This was Seattle in the 1960s, so everybody knew the Boeing plants and Bangor would be first-strike targets. I knew of three abandoned Nike missile sites (they'd replaced the Nikes with Minuteman by then) all within the immediate area. I think everybody just sort of expected that we'd get nuked at some point.
