Not necessarily, because you aren't actually monitoring voltage flow when you do that, if I understand what you are saying. Connect one lead to either terminal and the other to known earth and you get voltage, leave the earth where it is and connect the first lead to the second terminal. Same voltage (or near enough) says the gauge is OK, no voltage and the gauge is fried. You are probably sick of hearing about test lights by now, but (as they say in the classics) I use an earth clip on the wire and touch the probe to a terminal, light goes on, it's all good, quick and easy. Leave earth clip and move to next terminal, light on and it's good. Still leaving earth clip go to headlight switch where the wire from amp meter goes, light on and wire between amp and sw is good. Keep following this path and you should easily find out where your problem is in just a few minutes. Where it can get tricky is when you THINK you have a good earth, but eventually find you're hooked to something insulated - I hate that.
