The metal face goes away from the grease. The side with the spring inside goes towards the grease. "Grease pressure" should help hold the seal against the shaft. The other littler lip is there to keep water and dirt out.
Did you try a seal on the spindle before install?
Of course an disc intall will let you see whether the seal is getting home, with no drum to block the view?
