I think you too tight on the inner nut, but you can try it and see how it runs. My recollection is the nut should be just snug after backing it off. 40lbs seems too much.
The lock ring is also offset from the key, so flipping it mat get the pin to line up without moving the inner nut. If you have to adjust the inner nut to seat the lock ring, turn it a little tighter, rather than looser.
