I have tightened the inner nut as tight as I can get, which is probably not 100 ft-lbs with the thin nuts and the socket I have, and I have never been able to feel any drag on the bearing. These bearings are so large that I think it would be difficult to overtighten them. I wouldn't expect a failure from a nut that is too loose but it might result in some issues with brake drum alignment or on rear axles I am imagining even the slightest play with a heavy load in the bed could put a lot of stress on the axle shafts.
